Mark Leong
Chief Executive Officer
Mark Leong is a seasoned technology and business executive with extensive experience leading multidisciplinary teams and scaling organizations through growth phases. Since joining Theta in 2018, he has progressively taken on broader leadership responsibilities, contributing to corporate strategy, operational discipline, and organizational development.
He began in technical leadership, where he led frontend architecture for Theta’s Loan Origination System while building and mentoring a growing development team. He introduced structured engineering standards, formalized training pipelines, and strengthened performance management frameworks.
As his scope expanded, he assumed broader operational oversight across delivery, account management, financial governance, and resource planning. He strengthened execution discipline, improved change management controls, and aligned operational processes with commercial and financial objectives. He has also been closely involved in HR leadership, including organizational design, hiring strategy, performance systems, compensation reviews, and succession planning.
As CEO, he focuses on long-term strategy, leadership development, operational excellence, and sustainable growth, ensuring alignment across people, product, and commercial priorities.
He holds a First Class Honours degree in Computer Science with Business Management from the University of Birmingham, UK and is a certified Project Management Professional (PMP).
Hew How Fong
Chief Technology Officer
Hew How Fong oversees the technology direction, architecture, and technical skill development at Theta. With over 20 years of hands-on experience, he has played a key role in building large-scale, cutting-edge enterprise applications in wealth management and credit workflows for global Tier-1 banks.
Collaborating closely with leading banks across the region, How Fong is deeply involved in the full lifecycle of intellectual property development—from business and system requirements gathering to technical conceptualization, development, and commercialization. His work ensures that Theta remains agile and responsive to the evolving needs of digital banking.
He holds a First Class Honours Bachelor’s degree in Engineering from the University of Malaya and received an Honourable Mention in the Malaysia Mathematical Olympiad Competition.
Hong Chee Yoong
Chief Operation Officer
Hong Chee Yoong leads the Project Management Office (PMO) and oversees the day-to-day operations at Theta. With over 20 years of experience in IT and digital strategy, enterprise architecture, project management, software development, service delivery, and consultancy, Hong brings a wealth of expertise to his role.
He collaborates closely with senior management across both business and IT domains to ensure alignment between strategic objectives and project outcomes. Hong has successfully led large-scale and complex projects and consulting engagements in areas such as digital strategy, IT operating models, core banking, wealth management, e-procurement, and more.
He holds an MBA with a major in Finance from the University of Nottingham and a Bachelor’s degree in Computer Science from the Universiti Malaya. In addition, he is certified in PMP, Scrum Master, ITIL v3 Foundation, and TOGAF.
Edwin Chua
Chief Domain Officer
Edwin Chua is a senior banking technology leader with deep domain expertise in Loan Origination Systems (LOS), credit underwriting, and banking operations across Corporate, Commercial, Retail, and SME segments. Prior to his current role as Chief Domain Officer, he served as Head of Business Analysis.
As Chief Domain Officer, Edwin drives and institutionalizes domain knowledge across Product Development, Services Delivery, and Sales to ensure Theta’s solutions remain relevant, competitive, and strategically aligned. He also serves as Product Owner for Theta’s product suite, overseeing the full product lifecycle from ideation and roadmap definition to launch, enhancement, and ongoing performance management.
Edwin works closely with cross-functional teams to translate banking business challenges into scalable, cost-effective product capabilities that minimize customization risk while maximizing client value. He has led functional architecture and solutioning initiatives for leading banks in the Philippines, Singapore, and Malaysia, aligning regulatory requirements, operational realities, and technology architecture into practical solutions.
He holds a Bachelor of Science (Hons) in Computing from the University of Portsmouth and certifications in Requirements Engineering, Software Testing, and Certified Scrum Product Owner (CSPO).
Chan Chong Yoong
Technical Head
Chan Chong Yoong leads the Technical Department at the forefront of financial technology, driving the development of a robust Loan Origination System that streamlines and modernizes how lending institutions operate.
With over 10 years of experience and a sharp eye for system architecture, he brings both engineering precision and strategic clarity to complex challenges. As a department head, Chong Yoong operates by a simple but demanding principle: doing what is right, not what is easy. This philosophy guides his technical decisions, team leadership, and product direction.
Beyond building reliable systems, he is equally committed to developing people. Chong Yoong places strong emphasis on the continuous growth of his team members—technically, professionally, and in their approach to problem-solving—believing that this commitment to collective improvement is what transforms a group of engineers into a high-performing team.
Ng Kok Seng
Business Analysis Head
Ng Kok Seng is the Head of Business Analysis at Theta Service Partner, where he leads the Business Analyst department and drives the development of domain expertise and delivery capabilities across the organization.
He holds a Bachelor’s Degree in Actuarial Science from Universiti Tunku Abdul Rahman and joined the company in 2018. Since then, he has played an integral role in delivering banking system implementation projects for financial institutions, building deep expertise in the credit domain, particularly in retail lending.
In his current role, Kok Seng focuses on strengthening the Business Analysis practice, ensuring the retention and continuous development of credit domain knowledge within the team, while supporting the successful delivery of banking solutions to clients.
A home-grown leader within the organization, Kok Seng’s journey from Business Analyst to Head of Department reflects the company’s strong culture of developing internal talent and cultivating domain specialists to support its long-term growth.
Chan Bao Joe

Chan Bao Joe leads the Research and Development division at Theta, where he is responsible for steering the company’s technical evolution and engineering culture. With an extensive background as a senior software engineer and technical architect, he specializes in the design and delivery of high-performance, scalable systems and the modernization of loan origination applications.
He is a champion of technical excellence and operational rigor, ensuring that complex system designs are seamlessly translated into robust, production-ready solutions. His leadership style bridges the gap between high-level business strategy and deep-tier technical execution, focusing on building long-term sustainability and market competitiveness into every project.
Beyond architecture, Joe is dedicated to fostering a culture of innovation through engineering-led development and modern technical workflows. By collaborating closely with senior stakeholders and technical leads, he ensures that Theta’s product offerings remain agile and at the forefront of the digital banking landscape.
Annie Tee
Domain Advisor
Annie Tee brings over 30 years of experience in banking and financial services, with deep expertise in credit risk, loan origination, treasury, data warehousing, and wealth management. As a Domain Advisor at Theta, she provides strategic guidance and subject matter expertise, supporting the development and evolution of solutions that address the complex needs of financial institutions.
Annie contributes her extensive industry knowledge to product ideation, research, and advisory efforts, helping shape solution concepts, business frameworks, and best practices in areas such as credit risk underwriting, treasury management, and business intelligence.
She began her career in accounting and auditing with Deloitte Haskins & Sells in Malaysia and Australia, before moving into treasury and risk management roles with ANZ Banking Group and Commonwealth Bank of Australia. She later held positions at JPMorgan’s regional office in Singapore and Citibank N.A., where she worked on market and credit risk measurement, treasury operations, and investment banking controls.
Throughout her career, Annie has also supported boutique financial services consulting firms in business solutions development, research, and innovation. She brings a strong understanding of the operational, risk, and governance requirements of financial institutions, particularly in risk underwriting, treasury operations, and financial controls.
Yap Siew Lan
Product Director
Yap Siew Lan is responsible for strengthening the organization’s banking domain expertise and advising on the practical application of industry best practices across our solutions. She brings over 20 years of experience in branch operations, service delivery, and back-office processing within the retail banking sector.
Drawing on her extensive background and ongoing engagement with senior client stakeholders and industry experts, Siew Lan provides valuable domain guidance across the organization. She supports the implementation of our loan origination solutions, contributes to the design and refinement of product modules, and helps ensure that Theta’s offerings remain aligned with evolving banking practices and client needs.
Leong Kwok Hung
Founder and Advisor
Leong Kwok Hung founded Theta in 1999 with a vision to build world-class software from Asia. Bringing together a team of former bankers and technologists in Malaysia, he led the development and successful launch of the region’s first cross-product loan origination platform for retail lending.
After steering the company for more than two decades, Leong has transitioned executive management to a new leadership team and now serves as Advisor. In this capacity, he draws on over 20 years of experience in financial control and technology delivery at global money-centre banks and insurance companies across the UK and Malaysia, providing strategic guidance on business development, partnerships, and the company’s continued growth.
Leong is a member of the Institute of Chartered Accountants in England and Wales and holds a Bachelor’s degree in Computing and Economics from the University of East Anglia, UK.
